Oregon University System (OUS) and the Department of Administrator Services have signed a two-year agreement allowing the continued use of state contracts. In keeping with the Higher Education Efficiency Act (SB 271), you may use these contracts but you are not required to use them. Many of you currently use DAS state contracts and access contract information via the DAS Oregon Procurement Information Network (ORPIN).
If you use DAS state contracts, no further competition is required regardless of dollar amount. The formal competitive process has already occurred. However, there is no guarantee that DAS contracts offer the "best value." Buy responsibly, check to ensure you are receiving the "best value."
As a reminder, you may CLICK HERE to view UO Contracts/Price Agreements. While DAS may use the same vendors in some cases, the vast majority of the UO prices and/or terms are better when comparing the same items.
Mandatory Purchase Order Language
If you use a DAS state contract, you MUST add the following language to the purchase order in order to obtain the state price. This is also required by the OUS/DAS agreement:
"This purchase is placed against State of Oregon solicitation #:________ and price agreement #:________. The contract terms and conditions and special contract terms and conditions (T's & C's) contained in the price agreement are hereby incorporated by reference and shall apply to this purchase and shall take precedence over all other conflicting T's & C's express or implied, except as regards any provisions relating to exclusivity of the contract. OUS is not bound by exclusivity provisions."
